The Attack of Cebongan Penitentiary

Saturday, March 23 2013 around 00:30 local time Cebongan penitentiary located in Sleman, Yogyakarta, Indonesia was attacked by a dozen of heavily armed people equipped with  rifles, pistols and grenades. Four people were killed in the attack are suspects of beatings that occurred in Hugo's cafe on March 19, 2013 that led to the killing of a member of the special forces (Kopassus), Sergeant Santosa.
Here is a chronology of the attack version of the commission for missing persons and victims of violence (KONTRAS), Indonesia:

KONTRAS have been monitoring the scene of the shooting in Cebongan Penitentiary, Sleman, Yogyakarta. KONTRAS concluded that the attack was professionally planned and carried out. "The shooting was neat, fast, and well-planned. The attackers equipped with a lot of information, "said coordinator of KONTRAS, Haris Azhar.

The shooting took place on Saturday, March 23, 2013 around 00:30 am. About 17 people broke into the penitentiary. Perpetrators use civilian clothes, vests, trousers, genie pants, and wearing masks. The prison was guarded by eight prison guards, two of them were manning picket at the front desk. The location is a bit far from the main road. The prison, said Harris, surrounded by fields and gardens. There are only a few houses near the prison, two houses are opposite to the prison, and another one is on the side. The house at the front of the prison is still under construction. "There is no lamps around the location," he said.


The attackers began surging into the prison area at about 00:30. According to a witness on location, there were three trucks near the prison when the incident happened. However, it can not be ascertained whether the trucks were related to the attack or not. To broke into the prison, a man among the perpetrators posed as a Yogyakarta Provincial Police officer who wanted to take prisoners from the jail. He came and spoke to a warden at the outer layer. Haris said there are two layers of guard in the prison, inner layer and outer layer. The first layer (outer layer) is the gate that separates the picket from the outer prison's yard. a perpetrator pretended comes from the police and presents a warrant to the officer on duty, the man said he wanted to coordinate with the four suspects in the beatings that led to the killing of Sergeant Santosa. The officer then called the head of security. Shortly after the head of security arrived, the gate was opened. That is when another perpetrators pushed into the prison. They were using  rifles and pointed to the guards. Some of them broke into the inner layer and ply the wardens hostages. "This action is also accompanied by the threat of bombing," said Haris.


According to Sukamto, Chief of Cebongan penitentiary, his men had abused and dragged by the perpetrators. Bloodstained is on the floor of the prison, "it scattered until the second floor" said Haris.
Some of the perpetrators asked the warden where the suspects were placed. The guards do not know where the four new prisoners (the 4 suspects) handed over by the police that day. "The warden was forced to confess to the persecuted," Harris said. Finally, there was a guard who knows where the four prisoners were, they were in cell 5A. A man took the cell keys and handed over to the guard who knew where the targets were.


Arriving at cell 5A, the perpetrators found there are 35 prisoners were there. They asked who the murderer of Sergeant Santoso are. "There was panic in the cell until the four suspects were separated from other prisoners," said Haris. Once separated, one offender strafe targets with bullets, four suspects dead right there on the spot. They are Benjamin Sahetapy alias Hendrik Diki, Yohanis Manbait alias Juan Juan, Gameliel Yermiyanto Riwu Rohi alias Adi, and Adrianus Galaja Chandra alias Smith. "The executor was only one person," said Haris.

After eliminating the targets, the perpetrators asked the warden to show where the control of Closed Circuit Television (CCTV) is located. The warden said the control is on the second floor, in the chief's room. "The door is then broken into and the CCTV was taken," he said. One such offender was acting as a watchdog timer. "Witnesses said there was an offender who repeatedly looked at the clock in his hand,". The attack is only done in 15 minutes, said Haris.


Indonesian President Susilo Bambang Yudhoyono (SBY) claimed to always keep abreast of the shooting in LP Cebongan, Sleman, Yogyakarta. SBY hopes this case will quickly revealed. "my full support", Yudhoyono said while chairing a limited cabinet meeting at the President's office, Monday (1/4). The President hopes that law enforcement officers to enforce professionalism in investigating the case which is considered as extraordinary incident. "Make it all transparent and accountable and uphold the professionalism of law enforcement. Whoever is involved, found guilty, give legal sanction to the rule of law in this country and for justice,"

Before the attack of Cebongan prison, there were several contacts occurred between the army to the  police the following:
1. After the beatings incident that led to the death of Sgt Santosa in Hugo's Cafe, on Tuesday (03/19/2013), at 7:00 to 8:00 am, Sleman Police approached by someone. He requested that the suspects involved in the beatings to be handed to him. The reason is he doubted the police would be fair because one of the suspects named YJM was a former police officer.

2. The police refused and ensured that the case will be handled accordance to the applicable law. Even for assured, the police played the CCTV footage showing the incident at Hugo's Cafe.

3. The man then asked for CCTV footage to be submitted to the Regional Commander of army. However, the police also rejected because it would be used for the investigation. Instead, the police asked the army  to watch it together with the commander.

4. That is the reason why the CCTV footage was watched by all interested parties of the military and police.

5. However, after watching it, there was an order to someone to avenge the murder of Sgt Santosa. The order was heard by several people who were present there. "I ordered the countdown. You did understand my point of count down,... response, ".

6. On Friday (22-03-2013) at 19:30 until 22:00 there was a meeting of the Regional Intelligence Community (Kominda) at Bumi. At the meeting, a member of the military received a call from someone. When receiving a call, he was heard to say, "Ready... ready, Kopassus forces are already moving." That statement is supported by the facts on the ground that there was some movement of the trucks towards Yogyakarta from Solo. At that time, a total of 2 trucks on alert in the region Babarsari, Jogja and three trucks on alert in Korem. The man also heard to say, "Get ready, the flip unit is moving." 7. On March 22 at about 8:00 to 8:30 pm, the chief of Yogyakarta police resort received a text message from someone who claimed that he was worried about not being able to control his men. Even mentioned also that there are other units that are ready to join. SMS will then be forwarded to the Chief of Yogyakarta Regional Police and the Chief forwarded the message to the Commander of military resort (Danrem) and Danrem forwarded the message to the Regional Commander. However, the Regional Commander stated that is a fake SMS. After stating that, the chief of Yogyakarta Police resort again received a message that the previous message. This time, the man said he would keep his men to the fullest and he told his men to keep quiet because the case will be resolved properly and the perpetrators will be punished severely.

8. From the on-site inspection also found a bullet and cartridge 7.62 mm. Once it is confirmed to Pindad (one of Indonesia weapons factories) , it is known that the bullet was only used for the snipper (duck) and used exclusively for the elite.
